The article goes on to explain the proposed regulation changes and mentions the involvement of Michell Kimball, who is San Diego County Equestrian Federation president, owns a stable in the Eden Valley portion of unincorporated Escondido and who also owns Spooks Gotta Whiz, winner of the 2010 NRHA Futurity.
